What changed in 2025
Under House Bill 3297, most passenger vehicles in Texas no longer need an annual safety inspection, and owners pay a replacement fee at registration. Counties with air-quality programs — including the 10-county DFW region — still require an annual emissions (OBD-II) test for gasoline vehicles 2 to 24 years old.
Top reasons for failing emissions
- Check engine light on
- Readiness monitors not set after a recent battery change or code clear
- Evaporative (EVAP) system leaks
- Catalytic converter efficiency codes
- Oxygen sensor failures
How to prepare
Drive normally for several days before testing, especially if the battery was disconnected or codes were cleared. Tighten the gas cap. Get any check engine light diagnosed in advance.
If you fail
You'll get a report showing why. Repairs must be completed and the vehicle retested. Some low-income drivers qualify for repair assistance programs through the state.
